Ofotsu Group Chief Operating Officer of Premier Investment Holdings Limited (PIHL), where he leads operational strategy, governance, regulatory alignment and institutional development across the Group and its subsidiaries. He also serves as Secretary to the Executive Committee.

With more than two decades of leadership experience across fifteen countries, Ofotsu has worked in finance, infrastructure, energy, telecommunications and sovereign advisory. He is the Founder and Principal of Terra Strategies Global Limited and previously served as Senior Advisor for Africa at APCO Worldwide.

As Special Advisor to Ghana’s Minister for Finance, he advised at ministerial, cabinet and presidential levels on energy and capital market matters. He led the restructuring of power purchase agreements that delivered billions of dollars in government savings, contributed to the restructuring of more than US$1 billion in energy sector liabilities and was instrumental in Ghana’s US$3 billion Eurobond issuance.

Ofotsu has served on the boards of Prudential Bank Limited, Vodafone Ghana and Ghana’s National Pensions Regulatory Authority. He holds engineering degrees from Cornell University, a Juris Doctor from the University of Pennsylvania Carey Law School, an LL.M. in Taxation from Georgetown University Law Center and a Certificate in Business and Public Policy from the Wharton School..
